Needs to support Shader Model 6.6. Maxwell supports 6.7. However it only supports DirectX 12 feature level 12_1 and the game requires 12_2, which NVidia introduced with the RTX 2000 series.

Yeah I suspect the wishlist-discount-purchase nexus is sufficient and more reliable means to determine what the best price would be.
